I think when Americans talk about "legal" vs "illegal" immigration, they often don't realize how restrictive the American immigration process is. Just because the US has the highest population of immigrants, people seem to assume that there's an easy process for foreign nationals to move to the US. But that thing that Americans often do, where you just "move abroad" and look for a job and enjoy life as an "expat" — that thing doesn't really work for people wanting to come to the US. The last people who were able to do that came through Ellis Island a century ago.
First of all, when people say "illegal immigration" they're often talking about political asylum. Political asylum is a well-defined legal process. To qualify for asylum you have to prove that you're being persecuted in your home country or prove that you have reason to believe that you WOULD be persecuted upon your return. ASYLUM CAN ONLY BE REQUESTED IN THE USA OR AT A PORT OF ENTRY. There is no visa application process, no paperwork to fill out at your local embassy. Your PHYSICAL PRESENCE in the USA is a LEGAL REQUIREMENT to start the asylum processs.
Political asylum aside, pretty much every other kind of immigrant visa with the goal of permanent resident status (green card) requires you to find a sponsor. That's either a spouse or an immediate relative, or it can even be an employer (this obviously only works for extremely high-skilled jobs). A green card is the ONLY pathway to naturalization (US citizenship).
Visas (student/work/tourist) are always TEMPORARY, heavily regulated, and, by definition, meant for visits and not for immigration.
The so-called Green Card Lottery (DV/diversity visa) technically belongs to process no. 2 and is the ONLY way to immigrate to the US without a sponsor and without eligibility for political asylum. "Diversity" refers to diversity in the immigration process since it favors applicants from countries with low numbers of immigrants to the US in the previous 5 years. Countries with high numbers are excluded. (For the 2022 lottery these are: Bangladesh, Brazil, Canada, China, Colombia, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Hong Kong, India, Jamaica, Mexico, Nigeria, Pakistan, Philippines, South Korea, Vietnam, the United Kingdom (except Northern Ireland) and its dependent territories.) The lottery grants 55,000 visas per year. The DV application is free but it requires you to prove that you have an "available means of support." That can be a job (for those already living in the US) or money in a bank account, real estate, etc. These assets have to be "convertible to cash" within one year and should be enough to guarantee that you will not request public assistance/welfare for the next three years. So how much is that exactly? Well, you're expected to support yourself at the level of "125% of the current Poverty Guidelines or above", which is currently defined as an annual income of $21,775. If there's any doubt about your financial independence you can be declared ineligible. So... you see how even this "open to everyone" lottery isn't really open to everyone.
Now I don't expect American citizens to know every detail about American immigration policy but everybody should be aware that all this is in pretty stark contrast (1.) to how it works in the rest of the world, since most other popular immigration countries have one or even multiple pathways to permanent residency (and eventually citizenship) and (2.) to the American image of an open society and the quintessential immigrant country.
TL;DR: despite its popularity, the US is one of the most difficult countries to immigrate to and I wish more Americans knew this.

The international destinations welcoming US tourists back
Editor’s Note — CNN Travel updates this article periodically. It was last updated in its entirety on January 11. The US State Department advises that travelers consult country-specific travel advisories via their website or consult the CDC’s latest guidance. Before you make any international travel plans, check these sites first and again before you depart.
(CNN) — Once one of the world’s most powerful travel documents, the might of the US passport has shriveled during the Covid-19 pandemic. With US Covid-19 cases soaring ever higher, many nations continue to view America with trepidation.
The European Union has omitted the United States from its list of countries whose tourists may visit. Americans still can’t vacation in their neighbor to the north, Canada, nor head to many Asian favorites.
While most US travelers are staying close to home, some still want to go abroad. For those people, there are still popular vacation options such as Mexico.
Whether travel to open international destinations is responsible or advisable is up to you. Nations might change rules dramatically at any time. You may have to adhere to curfews and mask mandates. Rules’ violations might involve stiff fines or even jail time. The US Centers for Disease Control and Prevention and the US State Department provide Covid-19 risk assessments by country.
What follows is a list of countries, in alphabetical order, where it’s still possible for US passport holders to go for a vacation:
Albania
Set on the Adriatic Sea, Albania remains open. The US Embassy website states that while there’s no Covid-19 test requirements or quarantine, you can expect a health screening. Mask requirements and new curfews are in place.
Anguilla
This British territory in the Caribbean is accepting US visitors. You must be preapproved; click here to start the process and read up on extensive Covid-19 testing requirements, including the specific type of test you must get, as well as mandatory quarantine and insurance.
Antigua and Barbuda
Tumblr media

US travelers 12 and older to Antigua and Barbuda “arriving by air must present a negative Covid-19-RT-PCR (real time polymerase chain reaction) test result, taken within seven days of their flight,” according to the country’s tourism website.
Visitors are subject to monitoring by health officials for 14 days and another Covid-19 test may be required, which could mean quarantining while waiting for the result. Masks are required in public spaces.
Aruba
Scroll down to the “Dutch Caribbean” entry below for information on Aruba and other islands in this group.
The Bahamas
UPDATE: Visitors 11 and older to these sun-kissed islands must have a negative Covid-19 PCR test result no more than five days old before arrival. Once you have the negative result, you can apply for a Bahamas Travel Health Visa here, where you must opt in for Covid-19 health insurance. Get updates on the islands’ travel website.
Bangladesh
US citizens may travel to this culturally rich South Asian nation. The US Embassy in Bangladesh says you must have a medical certificate with English translation stating you’re negative for Covid-19, with the test taken within 72 hours of travel. You must also “home quarantine” for 14 days even with a negative test.
Barbados
Tumblr media
Hammocks and sunbeds under the palm trees are the calling cards of Barbados.

US citizens must complete an online form and submit it 24 hours before travel, the US Embassy reports. You must present a valid negative Covid-19 PCR test result, taken within 72 hours of arrival. As the US is designated a high-risk country, you must still quarantine at an approved hotel or resort until you get a second test and negative result. Find out more at the Visit Barbados website.
Belize
Belize, known for its jungle wildlife and diving, is allowing international visitors, including US citizens. To enter, you must download the Belize Health App and have a negative Covid-19 PCR test result taken within three days of arrival. Or you can be tested upon arrival at a cost of $50.
Bermuda
Bermuda requires each inbound passenger 10 and older to apply for travel authorization at the cost of $75 per adult and $30 for flight crew and children 9 and younger. Upon arrival, passengers must present a negative Covid-19 PCR test result taken no more than five days before departure. More tests are required on days 4, 8 and 14 of your visit. Read Bermuda’s extensive requirements here, including a new traveler’s wristband rule.
Bolivia
NEW: This landlocked South American country allows US visitors who have a negative Covid-19 test taken within 10 days of a flight departing North America. Expect a health screening. No quarantines are in place. Check here for details.
Bosnia and Herzegovina

Botswana
US citizens can enter this safari favorite in southern Africa with a negative Covid-19 PCR test result taken no more than 72 hours before departure. If you fail to provide test results or show coronavirus symptoms, you will be forced to quarantine for 14 days at your own expense. Another test will be given on the 10th day. For details, check here.
Brazil
Starting December 30, Brazil is banning entry by land and sea (with a few exceptions) and put stricter measures on visitors by air, who must fill out a health declaration and present a negative Covid-19 PCR test result taken with 72 hours of boarding the flight. Read the embassy website for more details.
Cambodia
If you want to go to Cambodia, the rules are quite stringent. You’ll have to pay a $2,000 deposit and you must possess a negative Covid-19 test result taken within 72 hours of arrival. You must also take two more Covid-19 tests — on arrival and on day 13 of a 14-day mandatory quarantine. You must also buy a $90 local health insurance package.
Chile
This South American country full of amazing mountains and lakes recently opened to US citizens. You must fill out an “affidavit of travelers” form 48 hours or less before boarding, present a negative Covid-19 PCR test result taken within 72 hours of boarding your final flight and have proof of Covid-19 health insurance with $30,000 minimum coverage. Click here for more details.
Colombia
UPDATE: All arriving passengers to Colombia should either have a negative result from a Covid-19 PCR test taken no more than 96 hours before departing; take a test upon arrival and quarantine waiting for a negative result; or quarantine for 14 days. Find out additional details here.
Costa Rica
Costa Rica is allowing residents from all US states access. Visitors must complete a “health pass” form but are no longer required to take a Covid-19 PCR test. You must have proof of travel medical insurance, which you can get in Costa Rica. Get more details here.
Dominica

US travelers should expect further testing and screening as it’s deemed a high-risk country.
Dominican Republic
People traveling to the Dominican Republic no longer have to show a negative PCR Covid-19 test result on arrival. DR authorities will give breath tests to no more than 10% of random passengers plus anyone showing symptoms. You must also fill out a health affidavit.
Dubai

The Galapagos Islands require additional entry requirements. Click for details on those.

Carefully read the US Embassy’s update on the timing of the test — to be safe, it should be no older than 72 hours before flight departure. All passengers arriving from the United States 12 or older are required to upload negative Covid-19 test results to receive travel authorization. Passengers who transit via a “safe corridor country” that allows US visitors may enter Malta after they’ve been in that country for 14 days. All passengers must fill out Public Health Travel Declaration and the Passenger Locator forms before departure.

(Appradab) — Once one of the world’s most powerful travel documents, the might of the US passport has shriveled during the Covid-19 pandemic.
With US coronavirus cases around the 8 million mark and climbing, many nations continue to view America with trepidation. While most US travelers are staying close to home with short-distance car trips, some still want to go abroad. For those people, there are still popular vacation options such as Mexico, Ireland and South Korea. And the list has been slowly growing.
Whether travel to “open” international destinations is responsible or advisable is up to you. It’s worth noting that since the pandemic is ongoing, rules can change at any time. Depending on the country, rules violations can involve stiff fines or even jail time.

All US visitors 15 and older are required to fill out a health assessment. You must also have a negative Covid-19 test result with either a test prior to travel, a test upon arrival or a dual-testing process. You must also purchase specific Aruba visitors insurance.
Aruba also has a list of US states it considers higher-risk, and people from those states will require additional testing. As Aruba changes this list time to time, you should check for your state here before you make plans. The list was last updated on September 24.
The Aruba tourism site has all the specific health requirements for incoming passengers, which are considerable and too long to detail here.
The Bahamas
UPDATE: Visitors to these sun-kissed islands must request an online health visa before travel. You must then upload and later present a negative Covid-19 RT-PCR test result no more than five days before travel.
Hotel guests must vacation in place for 14 days or the duration of their trip, whichever is shorter. But starting November 1, the government plans to replaces the mandatory quarantine with a rapid test upon arrival. Updates can be found on the islands’ Covid-19 travel website.
Bangladesh
US citizens may travel to this culturally rich South Asian nation. The US Embassy in Bangladesh says you must have a “medical certificate with English translation” stating you’re negative for Covid-19, with the test taken within 72 hours of travel. US citizens must complete an online form and submit 24 hours before travel, the US Embassy reports. You must present a valid negative Covid-19 PCR test result, taken within 72 hours of arrival. As the US is designated a high-risk country, you must still quarantine for 14 days at an approved hotel or resort and you’ll be monitored daily for symptoms. After five days of submitting the entry test, visitors can take a second second Covid-19 PCR test and be released from quarantine with a negative result. You can also find out more here at the Visit Barbados website.
Belarus
While in the midst of mass protests, the borders of Belarus are open to Americans. There are no restrictions on entry, although passengers should expect temperature checks at Minsk National Airport.
Bermuda

Jamaica vs. Dominican Republic: Which Is a Better Vacation Spot for You?
Getting There and Around in Jamaica and the Dominican Republic
Couples Swept Away Negril/Oyster
Of course, flight times to anywhere in the Caribbean are shorter from the South and east coast in the United States. Most flights from the west coast or the Midwest will likely require a layover. All major cruise lines offer sailings with Jamaica and Dominican Republic port calls (though these may be too brief to really get a feel for either place). Both destinations require a valid passport for entry. Visas are not required for U.S. and Canadian citizens in Jamaica, but visitors to the Dominican Republic are charged a $10 arrival tax, rolled into the airline ticket cost.
Jamaica: There are three international airports in Jamaica: Sangster International Airport in Montego Bay, Norman Manley International Airport in the capital city of Kingston, and (for smaller aircrafts) the Ian Fleming International Airport in Ocho Rios. Getting to Negril or Ocho Rios requires a two-hour taxi or shuttle ride from Montego Bay. Visitors can rent a car, but driving on the opposite side of the road may be too confusing for some and GPS systems don’t work well. There’s also very little public transportation on the island, so non-metered taxis are the most popular way to get around. Haggling for the rate is expected and visitors should always follow common sense safety tips.
Dominican Republic: Approximately six million people visit the Dominican Republic every year, and most of them arrive by air at one of the three international airports. Punta Cana International Airport sees the most visits, and it’s a privately owned commercial airport. Roads can be narrow and poorly paved, but the D.R. does have an inexpensive bus service that covers much of the country. Another option is to hire a guagua (pronounced wawa), an informal taxi network with vehicles that range from old vans to nice minibuses. These get packed with tourists and locals hitching a cheap ride. Note that tourists are usually charged much more than locals, so it’s smart to agree on a rate beforehand. Taxis are also available, but this option is super pricey.
All-Inclusive Resorts and Boutique Hotels in Jamaica and the Dominican Republic
Hard Rock Hotel & Casino Punta Cana/Oyster
Tourism makes up a giant percentage of both Caribbean nations’ economies, so it’s no surprise that both destinations have seemingly endless hotel options from which to choose. Whether you want a cheap all-inclusive beach hotel or designer boutique digs with privacy and butler service, you can find all levels of luxury and budget in both destinations. That said, we do think that Jamaica has a slight leg up in terms of overall quality — especially for mid-range resorts.
Jamaica: The island is one of the all-inclusive capitals of the world, and one of the first Caribbean islands to introduce the leave-your-wallet-at-home (don’t really do that) concept to attract tourists who were tired of paying a la carte prices and hidden fees. All-inclusive resorts are especially popular around Montego Bay. The adults-only Secrets Wild Orchid Montego Bay offers 10 restaurants, eight bars, and free dance lessons on the beach. Negril is still home to cozy and rustic boutique properties with lower rates. Negril Tree House Resort is right on famous Seven Mile Beach, and provides free breakfast and yoga classes.
Dominican Republic: Punta Cana is the epicenter for tourism in the country, so it’s no surprise that the biggest hotel names are clustered together on the long stretches of white sandy beaches that make the area a favorite for family vacations, party-seekers, and honeymoons. One of the top contenders is the Hard Rock Hotel & Casino Punta Cana, a massive all-inclusive resort with something for everyone: a large casino, 13 pools, 13 restaurants, waterslides, beach access, and an 18-hole Jack Nicklaus golf course. For something more intimate, Tortuga Bay Hotel Puntacana Resort & Club has just 13 rooms designed by Oscar de la Renta. To get away from Punta Cana’s tourist scene, Natura Cabana Boutique Hotel & Spa is a six-hour drive north and offers eco-friendly bungalows, an excellent spa, and a quiet beach.
Food and Drinks in Jamaica and the Dominican Republic
Office of Nature lobster shack, Negril/Oyster
It would be entirely possible to visit either country and subsist completely off of American chain fare: McDonald’s, Jimmy Buffett’s Margaritaville, TGI Friday’s, Applebee’s, and Burger King are just a few of the Western restaurants that cater to homesick (or maybe just picky) Americans. But it would be a giant mistake to miss out on the local food scenes in Dominican Republic and Jamaica.
Jamaica: One of the best parts of eating in Jamaica is how pervasive and affordable the local cuisine is. Casual jerk shops (jerk is shorthand for a spicy marinade rubbed on meats) line the roads and beaches. The menu usually consists of the aforementioned jerk meats, like chicken or fish, smoked over pimento wood and served with rice, beans, and plantains. Scotch bonnet peppers add serious heat, so be forewarned. Other easily accessible gourmet items include Jamaican Blue Mountain coffee, sweet sapodilla fruit, and coconut water. The island’s history as an English colony means that tea is still regularly served in the late afternoons. Red Stripe is one of the most popular Jamaican beers.
Dominican Republic: Dominican dishes combine African, Spanish, and Taíno (indigenous people living in Cuba, Trinidad, Jamaica, Hispaniola, and Puerto Rico) food flavors, using ingredients that are easily accessible in the Caribbean. Dominican staples to try include mangú, made from boiled, green plantains that are mashed and topped with sauteed red onions; fried plantains called tostones; and rice cooked with black or red kidney beans. Passion fruit juice, glass bottles of Refresco Country Club soda, and strong coffee with lots of sugar are favorite beverages. For the truly adventurous, have a slow shot of mamajuana, a homemade liquor made with rum, red wine, tree bark, spices, and herbs — it’s considered an aphrodisiac.
Activities and Nightlife in Jamaica and the Dominican Republic
Tensing Pen, Negril/Oyster
Apart from the obvious plethora of beach activities — swimming, paddleboarding, parasailing, and catamaran cruises — both Jamaica and the Dominican Republic offer tons for tourists to see and do. Most all-inclusive resorts put on some sort of evening entertainment, which can include traditional dances, comedy, and magic shows. Quality truly varies, and many American guests at budget D.R. resorts complain that these activities tend to be conducted in Spanish. We suggest getting away from the resorts for the best entertainment.
Jamaica: Jamaica does have beautiful sand beaches, but Negril is better known for its adrenaline-pumping cliff jump into the crystal-clear water below at Rick’s Cafe. Other popular activities include horseback riding in the ocean (the horses actually swim for part of the trek), waterfall swimming in Blue Hole, and taking the Bob Marley Nine Mile Tour to learn about reggae. Speaking of which, the island hosts several annual musical festivals and there’s almost always a dance party on the beach or in the nightclubs. In Kingston, Olympic runner Usain Bolt opened a sports bar and restaurant called Tracks and Records.
Dominican Republic: Activities in the Dominican Republic range from adventure (zip-lining through rain forest canopy) to history (walking tour of Santo Domingo). Ocean World Adventure Park is a popular place for sea lion shows. Scape Park at Cap Cana is a must-visit for a cenote swim, cave swim, and indigenous cultural exhibits. Outside of Punta Cana, most of the nightlife caters to locals and can feel intimidating to tourists, but Punta Cana has an epic nightlife scene that includes cave bars. Note that the water isn’t ideal for snorkeling or surfing in the D.R.

Language and Safety in Jamaica and the Dominican Republic
Occidental Punta Cana/Oyster
Though both destinations are extremely safe for tourists (especially most parts of Montego Bay and Punta Cana), there are two very specific caveats that might make some visitors uncomfortable.
Jamaica: Marijuana was decriminalized in 2015, and though trafficking and possession of the herb is still illegal, possessing less than two ounces of marijuana is considered a petty offense. Drugs are regularly offered to tourists on the beaches and in the streets, though a polite “no thanks” is usually all it takes to deter a sale. Visitors should be cautious of petty theft in Kingston. Also note that homosexuality among men is illegal and there’s a general hostility toward LGBT individuals. English is the predominant language in Jamaica.
Is It Safe to Visit Jamaica Right Now?
Dominican Republic: Prostitution is legal and visible in the Dominican Republic. With a quarter of the population living below the poverty line, it’s no surprise that many women turn to sex work. Boca Chica and the north coast’s Sosua are the two big areas for prostitution, and male tourists are targeted. Some of the smaller (and cheaper) hotels cater to this clientele, which can feel unsafe for families and female travelers. Spanish is the predominant language, which can make exploring the island and communicating outside of the tourist areas difficult for non-Spanish speakers.

Getting There and Around
Couples Swept Away Negril/Oyster
Of course, flight times are shorter to anywhere in the Caribbean from the South and East Coast in the United States. Most flights from the West Coast or the Midwest will likely require a layover. All major cruise lines have sailings with Jamaica and Dominican Republic port calls (though these may be too brief to really get a feel for either place). Both destinations require a valid passport for entry. Visas are not required for U.S. and Canadian citizens in Jamaica, but visitors must purchase a tourist card on arrival in the Dominican Republic.
Jamaica: There are three international airports in Jamaica — Sangster International Airport in Montego Bay, Norman Manley International Airport in the capital city of Kingston, and (for smaller aircrafts) the Ian Fleming International Airport in Ocho Rios.
Dominican Republic: Approximately six million people visited the Dominican Republic in 2016, and most of them arrived by air at one of the three international airports.
All-Inclusive Resorts and Boutique Hotels
Dominican Republic:Punta Cana is the epicenter for tourism in the country, so it’s no surprise that the biggest hotel names are clustered together on the long stretches of white sandy beaches that make the area a favorite for family vacations and honeymoons.

It would be entirely possible to visit either country and subsist completely off of American chain fare: McDonald’s, Jimmy Buffett’s Margaritaville, TGI Friday’s, Applebee’s, and Burger King are just a few of the Western restaurants that cater to homesick Americans. But it would be a giant mistake to miss out on the local food scene in both countries.
Red Stripe is a popular Jamaican beer.
Dominican Republic: Dominican dishes combine African, Spanish, and Taíno (indigenous people living in Cuba, Trinidad, Jamaica, Hispaniola, and Puerto Rico) food flavors using ingredients that are easily accessible in the Caribbean.
Activities and Nightlife
The Indigenous Eyes Ecological Park and Reserve has 12 gorgeous freshwater lakes, three of which are available for swimming. Outside of Punta Cana, most of the nightlife caters to locals and can feel intimidating to tourists. Also note that the water isn’t ideal for snorkeling or surfing in the D.R.

Language and Safety
Occidental Punta Cana/Oyster
Though both destinations are extremely safe for tourists (especially Montego Bay and Punta Cana), there are two very specific caveats that might make some visitors uncomfortable.
Where to Stay:
In Jamaica: The Caves
The Caves/Oyster
With its upscale boutique vibe, and dramatic cliffside setting, The Caves is considered one of Jamaica’s most romantic escapes. The 12 unique, private cottages and suites at this upscale all-inclusive property unfold along lush garden paths and dramatic seaside cliffs carved with steep stairways down to the water and into incredible grottos. There’s a clifftop bar, a grotto bar, and private candlelit cave dining on offer.

Majestic Colonial Punta Cana/Oyster
The Majestic Colonial Punta Cana is one of three upscale all-inclusive sister properties on a beautiful stretch of Bavaro Beach. The property closed completely for two months in 2017 to thoroughly renovate the lobby and restaurants. It now operates almost as two resorts: the family-friendly side and the adult-only Colonial Club side. The 658 suites are attractive with marble floors, jetted tubs, and some ocean views.
